The purpose of this study is twofold namely:
· to describe, analyse and assess the results from the Swedish international response to the HIV epidemic since the 1980s until now
· to learn from that Swedish response, taking into account how policy design and implementation has responded to the continuous transformation of the HIV epidemic and the related response.
The methodology consist of an extended literature and desk review over the course of the fourty years with priority focus on HIV prevention, care and support, health systems strengthening and research, as well as three different case studies namely one on the Swedish contribution to The Global Fund, the Swedish regional HIV programme managed through the regional office in Lusaka and a case study on Sweden’s bilateral support to Zimbabwe in terms of type of priorities; type and volumen of resources, the added value of these resources, stakeholder interaction, observable results and impact as well as lessons learned. In addition for each of these case studies an additional thorough desk review is being done.
As it is extremely challenging as well as time consuming to bring relevant data over the course of 40 years together as well as to code and synthesize this information , the study team needs additional support from a junior consultant.
